Senators on the Appropriations Committee on Sunday agreed to a funding bill that would prevent a government shutdown at the end of September and fund the government through part of December.
An initial procedural vote is scheduled for Monday night, with Senate leaders eyeing to pass the bill before going on recess.
The bill will include “necessary adjustments” for the Special Supplemental Nutrition Program for Women, Infants and Children, the Disaster Relief Fund and shipbuilding across several vessels. The bill also temporarily blocks the White House from making changes to the grant-approving process.
The government will be funded through Dec. 11 if the bill is passed.
“This short-term funding bill blocks a corrupt policy that would allow Trump to hold even more federal grants hostage—and it closes House Republicans’ loophole to pull funding for other agencies to give to Border Patrol,” Sen. Patty Murray (D-Wash.), the committee’s vice chair, said in a statement.
Committee Chair Susan Collins (R-Maine) said she is “pleased that this bipartisan agreement prevents the Office of Management and Budget (OMB)’s proposed rule regarding federal financial assistance from taking effect.”
“This measure gives Congress the time we need to continue our work on bipartisan appropriations bills, which are always my strong preference for handling annual government funding,” she said in a statement. “I am grateful for the work of my colleagues; this CR is a major step toward averting a damaging shutdown that only harms vital programs and federal workers.”
Senate Minority Leader Chuck Schumer (D-N.Y.) credited Murray by name in a post on the social platform X, thanking her for the halt to the grant-approval process. Schumer called the stopgap measure “a responsible path forward that allows continued bipartisan negotiations on a budget that delivers for American families.”
“Democrats remain committed to funding negotiations that help hardworking Americans get ahead and stymie Trump’s wasteful, corrupt agenda that has failed families,” he said.
Ryan Wrasse, a spokesperson for Senate Majority Leader John Thune (R-S.D.), told Politico that “passing it now will avert costly government shutdown in the fall.” Thune had said Thursday that he hopes a funding deal would be devised in time for the Senate to vote on it this week.
Collins had said the final sign-off authority over grants was a “deeply flawed rule,” having written to OMB Director Russell Vought earlier last month about the rule and changes to be made.
“I wrote the first letter from a senator to the OMB to express my opposition,” Collins previously told The Hill. “There’s a huge group of organizations that have come out against it.”
