Police arrested three people during the match on 26 February, which saw flares thrown from the away end that stopped the game in the first half. Seating in the away section was also later found to have been damaged.
Uefa have fined Fenerbahçe €20,500 (£17,761) for acts of damage, as well as an additional €30,000 (£25,992) and a ban on the club selling tickets to their away supporters for its next Uefa match.
Fenerbahçe have 30 days to contact Nottingham Forest for the settlement of the damages.
Forest lost the Europa League play-off 2-1 on the night at the City Ground, but went through 4-2 on aggregate.
