The Shield of the Americas Summit sent a message that the Americas are central to U.S. foreign policy and that the U.S. is now testing this approach in practice with Special Envoy Kristi Noem traveling to Honduras, Costa Rica, Guyana, Ecuador, and the Dominican Republic to secure commitments to combat cartels and strengthen security.
